This software program gives small businesses and telemarketing companies the ability to quickly and easily scrub contact databases and call lists against the National Do Not Call Registry. On October 1, 2003, the Federal Trade Commission began enforcing the Telemarketing Sale Rule that requires businesses to download lists of consumer telephone numbers that have been registered with the National Do Not Call Registry. Consumers who do not wish to receive telemarketing sales calls can log on to https://www.donotcall.gov and register their telephone number with the FTC. Telemarketers and businesses must update their call lists at least once every 90 days or face fines up to $11,000 per incident if they call numbers that have been registered on the National Do Not Call lists. A telemarketer or business that downloaded the entire National Do Not Call Registry could easily store the complete list of over 50 million telephone numbers and use those numbers to scrub each and every phone number on their call lists or stored in their contact database. The Telemarketing Sales Rule offers a "Safe Harbor" against fines for businesses who regularly scrub their call lists and can provide documentation. This safe harbor gives businesses protection if a complaint is lodged against them for accidentally calling a telephone number on the Do No Call Registry.
